TAILORED RISK MANAGEMENT SOLUTIONS

ECONOMIC, POLITICAL, SOCIAL AND SECURITY THREAT MANAGEMENT.

01

Economic Risk

Investors target high risk areas because of promised high economic rewards. Our firm’s intimate knowledge and understanding of legal frameworks, corruption and rent-seeking patterns help clients minimize economic loss.

02

Political Risk

Our long collective experience with political landscape analysis and our ongoing work with empowering key political actors, especially in DRCongo, to embrace good governance frameworks, has helped to inform our understanding of who will be most supportive of new and existing investments.

03

Social Risk

Host communities and community and traditional leaders in areas targeted for mineral extraction are important stakeholders who possess the power to make or break an investment. We have worked with the single largest investment in Congo as well as others, to build mutually supportive relationships between projects and their surrounding communities. We equally have long experience with empowering historically marginalized populations to develop livelihoods or skills to access employment with large and small investors.

04

Security Risk

One of our most significant competencies developed through years of experience is the ability to adeptly manage crises posed by illegal and artisanal mining operations that regularly pose security problems ranging from hostile takeovers of legal industrial concessions to the creation of dangerous conditions for workers and communities. We are equally experienced in monitoring rebel and combatant activities in conjunction with security companies and mining officials in conflict zones close to client concessions.

Funding scenario and option:

a. USAID is preparing to include in its RFA to be released 30 November or later funding ceilings of between $11.5 to 14 million over 5 years as a match against the combined proposed resources in the Concept Note of $17 million. The RFA has been developed with a Problem Statement, refined and bought into by ABM/Lowa, JGI and USAID since June with a revised Theory of Change and preliminary activities defined. The USAID components and budgets are estimated at this point to be:
i. Environment–$2.5 m—CARPE, for bushmeat mitigation, but could include targeted charcoal substitution on ABM Concession.
ii. Economic growth/agriculture—$2.5 m–commercialisation of base and specialty crops, some of funding could be used as base for loan guarantee fund for general SME lending in environment, agriculture and energy.
iii. Education–$4.0 m—quality of teaching and learning to complement Lowa infrastructure investment, can include a major component on the skills training center objective of the ABM/Waliklae MOU.
iv. Health–$2.5 m to $5.0 million—health system strengthening to focus on primary health care and including at least two health zones (Walikale & Lubutu), targeting some level to JGI but primarily using the experienced IMA partner of USAID, who may also receive topped up funding through USAID’s Momentum mechanism. HEARTH has been told we will be asked to submit what can be done with $2.5 m, and what can be done with $5.0 million.
